International perfumery and cosmetics exhibition InterCHARM 2019 was held on October 23-26 in Crocus Expo IEC (Myakinino metro station, Moscow). This exhibition annually presents news in cosmetics, perfumery, ingredients, equipment and apparatus for beauty salons and aesthetic clinics.
At this exhibition more than 1,100 stands from 38 countries were presented, with more than 71,000 professionals in cosmetology area participated.
Within the exhibition the congress for cosmetology and aesthetic medicine InterCHARM Med was held, dedicated to the actual problems of injection and therapeutic cosmetology.
Attending of this exhibition by the experts of JSC “Universal Pravo” was motivated by the requirements of Russian legislation. The deal is that the implanted devices (fillers, meso-threads etc.) and preparations for injection cosmetology procedures (Botox, mesotherapy and other “beauty injections”) are regarded as, according to the federal law “About basics of health protection of citizens in Russian Federation” (with amendments of 21.11.2011 N 323-ФЗ, Article 38), medical, because they are used for “… restoration, replacement, modification of anatomic structure…”. Instruments, equipment and apparatus for performing cosmetology services (implantations, injections etc.) are also regarded as medical devices. For the legal circulation and usage of any medical device on the territory of Russian Federation, it is necessary to confirm its safety and efficiency, i.e. it is needed to have the manufacturing license from Roszdravnadzor.
During the meetings with participants of the exhibition, specialists of JSC “Universal Pravo”, under the guidance of A.V. Ksenofontov, have clarified the retailers, distributors and manufacturers of cosmetology devices about the need of registration of their devices according to the laws of Russian Federation. Many manufacturers plan to register their devices as medical ones in the nearest future. Also, a number of meetings was held with manufacturers, which have already received manufacturing license for cosmetology equipment from Roszdravnadzor; during these meetings the manufacturers got information regarding interesting for them nuances of registration process, and also about prices and terms of JSC “Universal Pravo”.
Recently, due to cases of offering the cosmetology services of inadequate quality and injury to health of the citizens (criminal liability according the Article 238.1 of Criminal Code of Russian Federation), the inspection of beauty salons and aesthetic clinics was strengthened. A trend of transferring of devices for cosmetology procedures into “medical devices” class is rising now. For the companies to not miss the time for realization or use of such devices, it is needed to obtain the manufacturing license from Roszdravnadzor in advance; this problem is efficiently solved by JSC “Universal Pravo”.
